to forego may be a verb, one can say "I am going to forego my breakfast in favour of a late brunch", or "will forego", either of those, one can even say "was the foregone solution", (meaning it would always be that solution, a sort of in the future given the past) - I suspect it is one of those english verbs that does not sit well as a verb and we do funny things with. I can't think of any straightforward way to provide rules for this word.
