It seems to be quite complex as far as values dissonance goes.
From what I read, in-universe men are not allowed to drive tanks, it's a women-only sport* and has acquired the same status as ikebana, i.e. something quintessential to proper Japanese femininity. But not every traditionalist is happy about that.

Personally I think the intention is to create a maximum contrast: typical anime schoolgirls and 'heavy metal'. Checking tvtropes, the series also flows over with in-jokes, allusions, shout-outs etc. (and put huge efforts into getting the machines historically correct).

*if men were allowed it would lead to the use of tanks in war, something totally abhorrent in-universe.
