War is by definition a form of terror.

In a classical definition the purpose of war is to impose one's will on an opponent.

The classics obviously could not imagine that someone could ever conduct a war where the opponent was completely irrelevant and the purpose purely internal on the aggressor's side (in the sense of: 'we need a war, please find someone, anyone to attack. We'll think about official reasons later.')

I'm not fully convinced of that argument, I'm sure the Romans declared wars for internal reasons more than relevant reasons.

I know of no Roman war (apart from civil war of course) with pure internal reasons. Grabbing land, riches and slaves were always reason enough.
Rome (like many other empires) became unstable when not constantly expanding.
