The Queen/Cheney hint aims toward a)the sound of the word b)the type of item.
The bicycle inventor is today mainly connected with a rail vehicle. His name sounds like the guy who invented a modern version of the LPWB (but is spelled differently).

I dunno.  Maybe the Queen would give Cheney a spanking...or at least a hard head thump?
