That was a true 'problem' in the (especially colonial) past. What did prison mean? It meant that you got shelter and regular feeding. And backbreaking work inside was no worse than outside, so the fear was that the natives would flock to get into prison.
There is also a certain tradition in the West* for homeless people to commit petty crime in autumn with the intention to get a sentence that would last just until spring. I think I remember that courts had to think about ways to discourage that.

*not the 'Wild West' but in inuistrialized Western countries

"Three hits and a cot", or "Bed & Breakfast" are terms used in the street for the 'big house' particularly if homeless.

It's only a matter of time before they charge inmates rent and keep it just above what they can make through prison work, so they stay in indefinitely.
Already some prisons serve only so basic food that the inmates have to supplement it with (overpriced) stuff from the prsion shop.

That sounds right.

For some reason I was thinking in the StarTrek universe and how supposedly poverty and hunger were eliminated in less than a century, the hypotheses being that [Vulcan] logic was the guide to solve the problems. Understand how and why it happens, and what is required to stop it. Most of that knowledge is already in our possession but there isn't the slightest desire to do something about it.
