In the long term Russia could indeed be one of the few winners of global climate change.
Short term it is a disaster because the permafrost soils are thawing and things built on them under the assumption that they would stay solid frozen are in trouble (railways, buildings etc.).
But to drain swamps is an old Prussian specialty and with all the unemployed deported to Siberia the workforce will be there to deal with the problem in the new P-Russia.
