A light composite material, e.g a polymer-ceramics hybrid would imo be the best option.
The material would have to be either extremely stiff, so the hull could be made very thin, or extremely light (e.g. a foam), so a thicker hull could self-stabilize without adding too much weight.

I'm not talking about a balloon able to carry people, but one able to sustain itself, like the ones used in parties.

I doubt that it is possible in party size. Either extremly small (sub-mm) or very big (many meters) would imo be the only options.

And the fire was not the real killer either. Most victims died when they in panic jumped out of the windows to their death. Those passengers that waited until the airship hit the ground walked away unharmed. Only crew working inside the bulk of the ship burned to death.

There are the Zeppelin NT (new technology) but their true parentage is in doubt.
They are in essence blimps with a rigid structure inside while the true Zeppelins had inner gas cells and thus stayed in shape when the gas got removed.
