No, Suess says at one occasion - when he is warned that he would die 'for this' at the gallows - that 'they can't hang me higher anyway'.
In order to mock him (by proving him wrong) a special gallows (almost skyscraping) is constructed on top of the normal one.
The context is highly different in both movies. In the British movie it is said in resignation by the innocent (and volontary) scapegoat, in the Nazi movie it is the villain's gloat (Hey, even if I should fail...).

No, for presentation afterwards. It has a trapdoor at the bottom, so he can be hanged inside the cage.
That seems to be taken from real reports of the event. The body was buried not until 6 years later (after a change of government).

Up to the 20th century Britain had enough executions to rival any TV program (orders of magnitude above e.g. Germany). And today there are lots of TV programs about emigration and deportation sea journeys that at the time were really cutting into the turf of execution spectacles.
There are regular demands to show executions on live TV in the US and there clearly would be a market for a forceful interrogation channel.

I did some tests yesterday but they are on my office PC. Unfortunately the standard colour palette of paint (btw different between this and the office PC) does not look that natural for fabric.
