Meh, the rules should be different, if he is capable of standing 2 minutes then a bonafide charity would receive money from the public otherwise he should pay the same amount out of his pocket.

Technically, if he volunteers, its a contract between self-autonomous and rational individuals and the state has no right in getting involved.  Gay marriage, on the other hand...
