Sounds like this guy will be a candidate for this year's Darwin Awards, sheesh.
Reminds me a bit of the Equity Funding Corporation of America (http://en.wikipedia.org/wiki/Equity_Funding) case. If I remember correctly they were caught out creating bogus clients to sell on to underwriters when they got careless creating the claims histories and started giving men hysterectomies.
