because the Crown Prosecution Service are not going to prosecute all the Tory MPs who broke Election rules by charging expenses to the Party rather than charging them to their local expenses - thus avoiding exceeding the local limits - they are not prosecuting because the Tory Party have told them (the CPS) the local MPs and agents were told to do this by Headquarters. Blatant corruption. So at least prosecute Headquarters then - but no they aren't. I seem to have heard about some other group of people who were just following orders........... didn't they end up at The Hague? Or wherever.
