It's usually a minority that dictates. A majority imposes.

How big a majority though? Certainly societies conform to social norms and to a degree the population agrees with them when it doesn't simply conform with them. As sentiments change usually society follows but it's not a straight formula, many sentiments may have a plurality but not a majority and at frequently some remain due to a large (and even not so large) minority. For instance, homophobic feelings may be in the minority in the western world (east and south still are mostly homophobic), yet laws don't necessarily reflect public sentiment both for and against.
