The LPWB is very old and likely derived from something that came out of Kurdistan*.
In the crusader era a famous person likely made use of it (although most people think he made use of something else).
It became very popular with commies after WW1. This connection became so close that even after WW2 making use of the LPWB in public carried the red suspicion (and could lead to arrest for it).

That tool was already known in the neolithic age. And I guess, if you ran around with a sickle, your arrest would likely not be for communist acivities . The LPWB would not have left enough traces to identify*, although a very primitive precursor might have existed.
