Speer had tried destructive sound in WW2 but it proved ineffective. Of course he had rarely trouble with large groups of protesting civilians.
The crowd control microwave gun (less messy than the water cannon) has the additional advantage that it can be used for torture without marks. I have read that the US administration ordered a special study, how painful it can be made without leaving scorch marks or causing death that could be backtracked to the use of that device.
Cant's think of a reason why that should be necessary
