what are they pouring the Absinth over? It looks like a cube of sugar--
I drink a fair amount but really a basics kind of gal

Absinthe is mostly alcohol ~70% so, to make it more palatable it is mixed with sugar.

There are several ways of drinking Absinth. The most usual ones are either just with ice cubes or with sugar:

You tak a special spoon for that purpose (with holes in it), put the sugar cube on it and light the sugar. The glass is usually tall, slender and opens widely at the pouring end. The sugar starts melting and dripping into the Absinth.

Unfortunately, Absinthe with that amount of alcohol is illegal in the majority of countries. Actually, The Czech Republic is one of the few countries where it is legal to sell and purchase it.
