Actually the macroscopic effects of relativity on time are confined to a rather small distance from the event horizon, at least for the average black hole (The Beasts in galaxic centers may be different. Effects on the optics are a different thing. It has been stated that on the surface of a neutron star one would be able to see theback of one's head due to a bending of lightrays into a circle. As a gravitating object a black hole does not differ significantly from a star of the same mass.
Of primary interest is the area between the event horizon and the minimum orbit (where orbital velocity for a circular orbit is c)
