But fleeing enemies are easier to slay. The real slaying begins when the rout starts, not before.
And there are few examples of Roman armies even trying to encircle the enemy.
Few enemies tried it with them either but those who did were often successful.
Romans did not win through superior tactics but through discipline and ruthless strategy (including burnt earth).
The Romans lacked a battle cavalry and always borrowed it from their partners. What they had was suitable for the pursuit of fleeing enemies.

I don't understand where the Black Death has gone. I mean, we still have fleas. Have the fleas been genetically engineered not to carry plague?

It's still endemic in parts of Asia.
But the type of flea that carries it to humans has become a rarity in our parts.
There is the theory that our genetic makeup has changed because the plague wiped out those without resistance so thoroughly.
I am not sure but modern strains of Yersinia Pestis may be less lethal (the assumption that the Black Death was not caused by YP but by another germ has turned out to be wrong).
