Ethanol is pretty good at passing through non-polar membranes and being moved by polar solvents, plus it interacts with LOTS of neurotransmitters, so it wouldn't be surprising that the effects would be felt by most animals with a CNS.  It's not receptor-specific like other drugs.  Whether the effects are enjoyable or not may be a different story.

Actually it was not our toadfish lab (although we should have a toadfish aquarium somewhere) but the university lab I belong to.
