No, seemingly he was a  5th or 6th century saint  (http://everything2.com/title/Saint+Elvis) who baptised St Patrick.  His name also has many other weird forms - a Welsh one, Eilw, is also on that sign.

Hmmmm... the peanut butter factor certainly seems appropriate.
