Because the Nasty-ass Steve Radack, Republican jerk and child abuser (Never convicted, but I worked with some of his relatives and the bastard put a kid in the hospital from "spare the rod and spoil the child" attitudes.) was handing them out as a "symbol" for Joe the Plumber (Sam, the unlicensed plumber and tax-dodger) which makes it a partisan symbol or marker, which is electioneering, thus illegal. Anybody carrying a plunger in to vote would be carrying it because of Radak's gimmick, thus it is illegal, just as if there were a publicized "thing" for Obama supporters to carry wrenches. Then wrenches would ALSO be a partisan symbol, thus illegal in a voting place.

Election judges in Texas have, for that day, the power of a district judge, and one hopes that Houston's Rethugs aren't stupid enough to walk around with plungers just because a low-intelligence bully like Radack tells them to.

Can you tell I don't like Steve Radack? I don't.
