No, it's the Lovecraft verse 'That is not dead which can eternal lie' (followed by 'and with strange aeons even death may die = At aevis alienis mors moariatur et ipsa).
The literal back translation would be 'that is not devoid of life which possesses the eternal power of lying/resting' which stylistically is an enallage for 'power of eternal lying/resting' (for the simple reason that the latter would violate the metrum).
The question is not meaning (id and hoc mean the same as do iacere and cubare) but aural quality. id/iacere has a high pitch, hoc/cubare a lower/darker/duller.
