The guys got regularly in trouble and even got sued by high-ranking Austrian politicians* for pointing out their unsavory brown (=Nazi) connections. Remember: In Austria it is OK to BE a Nazi as long as the term itself is avoided.

Not sure about Austrian law but there is a high tolerance (escpecially when neo-nazism is disguised as something else). But some courts in Southern Germany also have shown a tendency to deliberately misinterprete obvious law violations in that regard. Other German courts on the other hand even tried to punish the use of nazi symbols in a negative context (a swastika crossed out red, a hand smashing a swastika, a hand dropping a swastika into a trashcan) becasue the sysmbol was 'used' in a formal sense and the law does not distinguish there.

As for Eastern Germany, a problem there is that in the former GDR anti-fascism was state ideology but there was an obvious fostering of anti-semitism by the state too. Target were officially not Jews but capitalists, cosmopolites, Zionists, deviators from the party line (Trotskyites in particular) etc. who 'by chance' all happened to be Jewish (same in the other states of the Eastern bloc). When communism fell 'going Nazi' was a in some ways a 'normal' counterreaction to the hated anti-fascist indoctrination of the preceding 40 years. And the anti-semitic undercurrent nourished by the former regime had posioned the well quite succesfully. Since any opposition to the hated regime had been stamped 'fascist', becoming fascist looked attractive and the antisemitism fit right into it. Plus Eastern Germany got more or less treated with the Shock Doctrine, i.e. anything viable and thus a potential rival to Western companies got systematically destroyed and those working there denigrated as unqualified lazy slackers. There was even an official wage gap between East and west Germans. The former got less because life in the East was allegedly cheaper and the latter more (when working in the East) because they had to be compensated for putting up with the horrible conditions there. That was informally known as Buschzulage (bush bonus as in extra pay for being willing to work in the wilderness, a clear 3rd world colonialist vibe there). Field day for demagogues.

Austria always paints itself as a German victim (of both World Wars) and since they were Hitler's first victim, they could of course not be Nazis allowing them to stay exactly that without a bad conscience (by percentage Austrians were significantly overrepresented in the Nazi Party compared to Germany/the Reich as a whole). They made Beethoven an Austrian and Hitler a German as the saying goes (Germans and Austrians still fight over Mozart who was technically neither because Salzburg was an independent state at the time. Same with Copernicus between Germany and Poland. Old Nic would not have understood the question).

The answer is not a simple yes or no. Just for starters, Austria was already a pretty nasty fascist state all by itself when Hitler came concquering, so (unlike in Chaplin's Great Dictator) it was not freedom crushed by totalitarianism but one backward fascist regime replaced by a more efficient and far more popular one (led by an Austrian too).
The pictures do not lie in the sense that they were faked or people forced to attend but the images one can see are still the result of a well-organized effort. To a large degree it was not spontaneous but the Goebbels ministry had sent organizers in advance of the troops, so crowds would be assembled and be equipped with small paper swastika flags etc.
So the cheering was authentic for the most part but the imagery still is quite selective (as are those from the beginning of WW1 too. Cheering crowds occured almost exclsuively in the big cities* while the mood in rural areas and small towns was rather depressed).

What was totally faked is the scene of the SA torch parade when Hitler became chancellor in 1933. The real thing happend during the day and had so little attendance (both in marchers and spectators) that it was totally embarassing for the Nazis. It was ordered to redo it under tightly controlled circumstances at night with careful placement of cameras, organized crowds and extensive editing of the produced material. Same was done for the radio. Both the original and the redone tape have survived while few non-faked pictures of the original parade escaped the memory hole.

Btw, many history books still show images of Eisenstein's October in the false belief that they are authentic ones of the storming of the Winter Palace in Petrograd/St.Petersburg during the October Revolution. Exactly the same phenomenon. Goebbels was a huge admirer of Eisenstein as a propagandist and called for a German Battleship Potemkin. One can find obvious plagiarism in some Nazi propaganda films giving testimony to that.

*the famous image showing Hitler in the crowd at the official announcement of war is heavily disputed among historians. Some believe the official story that it was a surprise finding that Hitler then used for propaganda purposes while other believe that it is a fake and the young Hitler put in there by the then equivalent of photoshop.
