The German police is considered to be more on the bad side in Europe, although this has afaik little to do with corruption. Policemen are seen, as a cliche, as not very bright, obsessed with their own authority and occasionally brutal (less on a one-on-one base but esp. in large numbers against e.g. demonstrations). But they rarely kill or severely hurt anyone (although police officers carry pistols as part of their standard outfit).

Worse than the French and the Brits? I had a good experience with the police in Paris (I was lost trying to reach the hotel in a rented car and they went out of the station and told me to follow them to the hotel), but I was a tourist and it was in a good neighborhood.
