According to the (German) wikipedia the name is derived from an old-fashioned bathing suit, known as a tank suit, 'tank' being the older term for swimming pool.

I am currently reading a book on bathing fashion from the Middle Ages to modern times. At its most extreme women wore much more cloth(es) bathing than dancing.
And I am talking about upper class women not professional saloon girls
