But I assume that at least relative rates are more or less cosistent, so one could compare Oxford to Cambridge, Southampton to Plymouth etc.
Between countries or even between rural and urban areas in the same country are far more problematic.
I read guesses that in India only about 1 in 200 cases gets reported. In a tiny nation like Iceland where most people know each other and/or are related, few cases will remain undetected even without considering the very different attitude concerning the topic (Iceland today being very egalitarian and liberal in strict opposition to the patriarchal, conservative cultural climate in India).

Sweden has a much higher rate than other countries in western Europe but they claim it's because it is more readily reported and the laws more extensive.

Scandinavia is not free of violence, especially when alcohol is involved. But since it usually involves barely the hands and not handguns, fatality rates tend to be a wee bit lower than in the US.

As far as I know only the total number of rapes. If the rapist does not get caught, it is difficult to be certain who is responsible for wich and how many.

Also the under-reporting because 'they got him' bias (we had 174 comlaints against the one guy, but only 18 were accompanied by credible evidence, so we only charged him with 18 offences).

Not if there is a time interval between the occasions. Men have been convicted for multiple rapes of the same person.
