Not anymore at that time.
He had famously promised flourishing landscapes and that no one would be worse off but many much better. What came was more a swarm of locusts selling out anything of value in the East and destroying any viable company that could pose a competitive danger to Western firms.
To go then into the East and boasting that it was all due to his skilled handling of the reunification was a bit much.

At the time Ukraine was not considered to be anything but a part of Greater Russia even by most Ukrainians. And the starvation of Ukraine was a deliberate policy independent of the 'need' to export grain. And the policy caused hunger not just there.
