But Babylon changed location on occasion, e.g. from Mesopotamia to Italy. So even when all humans stayed in the vicinity of Babylon they could have reached anywhere (just not at the same time).

Well, I stated that it changed location. In the OT it was in Iraq, in the NT it had moved to Italy.
And Rome went to Greece and later to Russia, where the engine got disabled, so that it will remain there until the end.
