Near where I used to live, a wide country road that saw heavy traffic, not to mention it being an accident hotspot, was resurfaced, and these amazing cat's eyes were put in. You could literally turn your car headlights off at night and see where you were going, they lit the way that well. Freaky.

You could literally turn your car headlights off at night and see where you were going, 

But I thought they worked by reflecting the light from headlamps............. ?  How did these ones work ? (genuine question)

I think the way is lighted by the burning rubber from the tyres of people going top speed there with switched-off lights

The eyes can be painted/coated with a phosphorescent material.
