I have the idea that you could use a comet as an interstellar ship, you can setup a reactor and use the water for propulsion, so that you can stabilize it and by lightly pushing, pull it out of it's orbit. I don't know if it is possible to reach anything > .1c but still a possibility for travel.

We are not really sure whether comets even have a surface we could call solid.
Enough for a structure yes but possibly not able to carry weight (metaphorically spoken given the very low gravity).
Could be difficult to get anything to stick fast to it.

A lot of comets suffer that fate. Also not all are the same.
I guess they are more solid when they are far the star but it still may just be a thin crust above powder.

Nothing a big balloon hull could not deal with  ;)

I wouldn't have thought that comets would be strong enough to support external structures, being made of ice, although you could maybe tunnel into them. If you took an asteroid and attached a comet to it, maybe that would work better? You'd have the minerals and stability of the asteroid, plus the minerals of the comet. Such an undertaking would be very difficult, although I suggest reading many of the sci-fi books by Iain M Banks, as he covers asteroid living in those.
