It is assumed that the frog does not notice the input if it increases incrementally.
The LPWB will give you the full blast and that may be enough even after short time exposure.
But admittedly it needs a high concentration (same as a dim bulb will not blind you permanently).
That one the other hand gives many a false sense of security which they had not with some of the precursors (long banned)
