Not so in UK. Many excellent progs on TV never make it to any other format. In any case, I record virtually everything I watch off air, all I pay is the TV licence fee. I have very few DVDs. which I can't afford anyway.

A lot of BBC stuff is published on DVD in Germany but not in the UK. But it is usually abridged and without the original soundtrack, which is a reason for me not to buy.

I have not much sympathy for people choosing that way to leave the mortal plane. It shows both a lack of compassion (for the drivers* and potential bystanders) and of foresight (even at high speed death is rarely instant).

*it should be mandatory to put warnings in jobs ads because the probability to get involved in a suicide by train is very high and the psychological trauma is often severe.

As for BBC on DVD in German I usually find the dubbing lacking both in the choice of speakers and (lack of) completeness (and sometimes even in correctness).
