The applause came from the establishment because the book mocked the pseudorevolutionaries.
The follow-up book satirized the whiners (with a dark undertone, showing that the whiners would applaud brutal and bloody suppression of the challengers of the status quo. Which is what happened shortly after).

Hoffmann was a liberal with little love for the extremists of either side. The Left at the time was not actually harmless and called for bloodbaths too on a regular base.

I think in 1848 the escalation was on both sides and I am not fully sure which side is to blame more. And admittedly the establishment feared a repetition of the French experience, although German authoritarianism and blatant power abuse by the elites was on a far lower scale than the situation in France in 1789.

We do seem to respect life and opinions a little bit better now (ask S. Pinker) but power dynamics are generally the same.
