Actually no, they were making the subs close to Bogotá which is in the mountains, no jungle at all. You need a significant amount of suppliers to build a sub and the middle of the jungle is a bit retired to get parts. The area surrounding Bogotá is quite developed industrially.

I saw a documentary on that. At least part of the work is done in the mangrove jungles with supplies shipped in.
North Korean minisubs would probably be unsuitable since they are metal, not plastic and thus have a larger signature.
