I have ordered a used edition (found at amazon!!!).
When I tried to get Rimsky scores (mainly opera) a few years ago, many were only available for rent (but even then costing more than I would have invested for actually buying). Most I did acquire nonetheless were very 'used'. A large Berlin library regularly sold off for cheap old books (not fit for the shelves anymore), often including musical scores. I bought some stuff I had never heard of before but could become interesting later (and often turned out to be right).
Now I have just to find a way to print and bind the scores from that website
It's my position that copying is just(ified), if there are no other means available and thus there is no damage to the author (e.g. if a book is out of print and the copyright holder informs me that there is no intention to publish a new edition and I can't get a used copy from somewhere).

If a print is more than 100 years old copyright laws almost everywhere make it in the public domain, meaning that you can legally photocopy or scan the parts in question (in fact that's the source of most IMSLP versions).

I do not really care for copyright, if the conditions named above are given (and sometimes even if they are not, admittedly).
I accept the basic concept of copyright (while many don't these days) but that ends when it means denial of (reasonable) access.
Unfortunately the originator of works rarely is the beneficiary.
