Dunno...  some of the reports I've heard about poor fit indicate that sometimes 0.6 of a condom might be appropriate, and some might need >1.0 of a condom per use.

I know Vancouver's alternative-economy workers were looking forward to the Olympics (and bringing in workers from all over the country), so it's presumably not all athlete-to-athlete.

I think monocultural societies tend to be inherently 'racist', although it's more often based in nationalism.  Discrimination tends to be directed first at one's neighbours and proximate rivals due to historical squabbles, and can vary on how it's applied to other nationalities. Economically disadvantaged immigrants always bear the brunt (with 'similar' people sometimes getting off easier than those who appear / act very different), well-heeled ones sometimes avoid it if there was no overt history of colonialism, otherwise there can be some backlash.  For people of races which the monoculture has little real-world interaction with, export-media (i.e. Hollywood) stereotypes often prevail.
